How long does it take you to make such effects?
I've tried it long ago to create cool effects, some worked but gave up on that after the effects just didn't make any sense to me...
Maybe trying it again sometime :)

effects is what made eventscripts make sense to me,
i didn't know what any of the code meant
but i did understand how numbers worked.
changing the number values in the effects code, i was able to see what was changed in game.

how long it takes just depends
if i am trying for a certain effect it might not take as long

this one took some time, the effect animates in game going different directions using es_math

Effects in python are nearly the same as in Shell.
Didn't notice a big difference in the es_effects and es_effects_py version, only thing is that effect numbers can go there from 1-30(or something that big) and in shell, or version 1.5 of es, from 1-13 or sth.

es_tools has effects commands  est_effect 1-12  and est_effect_01-35

doesn't matter the language you use to say it

well, how do i know what it looks like exactly? do i just have to enter in numbers, look, enter in numbers, look, enter in numbers, look... or is their another way? and does anyone know a python wcs server that is atleast slightly active?
and is est_effect the only command to do it, by looking at your effects i don't believe all you had to do was enter in a simple number...
